These range from the dominant or slightly modified Euro- State structures, social formations, and dependent economic and weak political institutions. These factors have had impacts on inbuilt mechanisms and legal framework for conflict management and resolution, good governance and sustainable development. The fall out form these have been poverty, generic conflicts, separatism and instability. Nigeria became an independent Sovereign state in the year 1960. Prior to independence, she was colonized and governed by Great Britain. As a former colonial territory, she partook in sharing with other historical captives all the disasters and abiding benefits associated with colonialism. There is little doubt that the civilizing mission which came on the throes of economic ambition left behind some levels of literacy in the art of 3rs- Reading, Writing and Arithmetic, however the abiding concern blended with the anvil of economic gendarmes was too obvious to be negated in any explicatory attempt at underdevelopment.

Extractions: University of Oslo What on earth is happening to the world's cultural variation in our day and age? It already seems an eternity ago that Joseph Conrad's Kurtz found his dark and unfathomable Africa following a dangerous and strenuous journey across sea and land, and it seems about as long ago that Hemingway demonstrated his true machismo by going on a safari to East Africa. Today, housewives from Clapham go on safari to East Africa, and the great-grandchildren of Conrad's Africans take the 747 to New York to present their economic problems to the United Nations. At least some of them do. Superficially, it may seem as though most of the significant cultural differences we have grown accustomed to (and have grown up with) are about to vanish; that we all become increasingly similar as indigenous peoples and former tribal peoples worldwide are gradually drawn into formal schooling and wage work, are forced to obtain identity papers, and spend their small surplus on Walkmans and movie tickets. A profound "Entzuberung", to use Max Weber's expression, seems to permeate the world, which no longer conceals dark and fascinating secrets. The white spots on the map are gone. "Tristes tropiques": The formerly pure and uncontaminated "Naturvölken", seminaked savages, have lost their innocence and swapped the bamboo flute for a transistor radio, and the tropics have become a dilapidated backyard of the rich world.

Extractions: Note: This is an initial draft of the paper to be presented at ARCLING II. Linguistic Stratigraphies and Linguistic Reconstruction of Culture History: What We Can Learn from African Examples In a variety of instances it has then been possible to correlate the linguistic histories with strikingly parallel successions of change in regional archaeological stratigraphies (Ambrose 1982, Ehret 1993, 1998, and Ownby 1985, among others). The pre-European history of the Australian peoples would seem an immensely fruitful field for just these kinds of studies. The cases most parallel to the Australian situation would seem be those of the Khoisan family of languages, up till recent times still spoken principally by hunter-gatherer communities. But our knowledge is more thorough and extensive at present for the other families of Africa, and in fact some of our strongest and most illustrative examples come from the Niger-Congo family, especially its Bantu sub-branch, and the Nilo-Saharan family. An African Case of the Shift from Food Collecting to Food Production We begin here with an example from the Nilo-Saharan language family in Africa.

Extractions: Karachi: Area Study Centre for Europe Introduction The state Secessionism in Europe: a bird's eye view Transnational regimes, the state, and secessionism ... Notes The point of departure of this contribution is my impression that Asian scholars studying issues of secessionism and national security tend to overemphasize the homogeneity of European states, taking the nation-state for a reality, instead for an ideal. Yet as is shown in a bird's eye view of all states north of the Mediterranean and east of the Ural, less than half of the European states are free from secessionist movements, about one third are the result of recent secession, and about one fifth of the states, including such well-established states as Great Britain and France, are confronted with more or less serious secessionist movements. The issue of secessionism in Europe around the turn of the century is placed in the context of so-called globalization, the sum-total of transnational regimes undermining state sovereignty everywhere and giving opportunities to sub-state minorities to claim more autonomy from the state.

My thanks to Dr Paul Statham for encouraging me to prepare what follows for that conference and for allowing me to publish it as part of the proceedings of the Stockholm meeting. In Borges' short-story The Garden of the Forking Paths we are offered a sustained metaphor to evoke how `time forks perpetually towards innumerable futures', creating a `growing, dizzying net of divergent, convergent, and parallel times' The implications of such a non-linear concept of time for political history is that certain key events or policy decisions switch a party or movement onto one of several possible tracks into the future to produce the reality which academics find themselves having to account for, while the other possibilities latent in the situation continue indefinitely to materialise and create other forking paths within parallel universes in the realm of virtual reality
