Nomadic tribes came into these territiries after the last glacier period, during the great migration from the Southwest. This culture had its origin from the mid-stone age human settlements in Ahrensburg in the region of Schleswig-Holstein in Germany. This early European culture was the leading until approximately 3000 BC, when other nations from the East are the ancestors of Finns, Estonians and Livs (a very small nation living in the northwestern part of Latvia, now an ethnic minoruty). I n approximately 2000 BC, Baltic tribes came into Latvia, and are regarded as the ancestors of present day Latvians and Lithuanians. These tribes, coming from the South, assimilated to the nations already living on Latvian territory. The Baltic tribes first appear in written records of the Roman historian Cornelius Tacitus , in approximately 100 BC. He reffered to these nations as farmers living on the coasts of the amber sea. The important question of aftercare for released prisoners was in focus in our discussions. We have visited prisons in Helsinki and Tallinn, and also a rehabilitation centre in Tallinn.. We were impressed to see the constructive way your country have started out to improve prison conditions in a time of difficult transition. Visiting with "The Estonian Social Rehabilitation Centre" in Tallinn we had the possibility to look into the professional and caring way they worked. We recognise the importance and necessity of such aftercare in the effort to resocialize released prisoners in order to prevent recidivism and new criminality. We are however, concerned to see that "the Estonian Social Rehabilitation Centre" works under very severe financial conditions. Our Conference therefore seriously urge your government to take the necessary steps to increase your financial support of" The Estonian Social Rehabilitation Centre in Tallinn.
