Extractions: Migrations, Borders and Diasporas in the Americas Call for Paper Proposals The SSRC Regional Advisory Panel on Latin America and the Caribbean invites researchers from throughout the Hemisphere to submit proposals for papers to be presented at the June 26-28 2003 conference on Migrations, Borders and Diasporas in the Americas at FLACSO-Dominican Republic in Santo Domingo . This conference is part of a project on Translocal Flows: Migrations and Contested Urban Spaces in the Americas. The project seeks to facilitate dialogue and coordinate research among junior scholars working on issues of migration and urban spaces in the humanities and the social sciences in North America and Latin America, and in the fields of Latin American Studies and Chicano/Puerto Rican/Latino Studies in the United States. Graduate and post-graduate level researchers from anywhere in North, Central and South America and the Caribbean are eligible to apply. Paper proposals may focus on any area of the Americas and may be written in English, Spanish or Portuguese. Proposals should not exceed 500 words and we encourage applicants to submit their applications via e-mail. Applicants must include a cover sheet with their name, contact information, institutional affiliation, academic level and relevant publications. We ask that applicants visit our web page and use the electronic forms provided when submitting their applications. An interdisciplinary selection committee convened by the Regional Advisory Panel will choose between 15-20 proposals to be developed into papers for presentation at the June conference, which will be held at a yet to be determined location in Latin America. A grant from the Rockefeller Foundation will enable the SSRC to cover travel and maintenance costs at the conference for all paper authors.

In early April 2001, the United States temporarily closed its embassies in Uruguay, Paraguay, and Ecuador after the Central Intelligence Agency (CIA) warned of a possible terrorist attack by the bin Laden network. However, it is the tri-border area (shared by Brazil, Paraguay, and Argentina), particularly Ciudad del Este in Paraguay, that has become a safe place for terrorists, with groups such as Hamas and Hezbollah operating in this virtually lawless border area. As early as 1995, Ambassador Philip Wilcox, former State Department Coordinator for Counter-Terrorism (1994-1997), testified before the International Relations Committee of the U.S. House of Representatives that Hezbollah activities in the tri-border area have involved narcotics, smuggling, and terrorism. He further asserted that Hezbollah also has cells in Colombia and Venezuela, engages in fund-raising and recruitment, and receives guidance and logistical support from Iranian intelligence officers assigned to Iranian embassies in the region. In 1998, Mohamed Abed Abdel Aal, a leader of the largest Egyptian terrorist group, Jamaa Islamiyya, was engaged in transactions with Colombian rebels, involving arms, drugs, and cash. I see mainly two reasons. The company successfully established a joint-venture partnership in Malaysia and had its sights set on Thailand's emerging market. A team of senior executives from the Toronto company travelled to Bangkok for a series of meetings with a potential joint-venture partner - a prominent, respected, and well connected local company. The first day of meetings proceeded well and the Thai hosts invited the Canadians to a reception and dinner. During the reception the senior Canadian executive made an offhand remark about the Thai Royal family. His Thai counterpart smiled politely and soon excused himself from the conversation. Over the evening, the Canadian sensed something in the manner of his Thai host changed but could not understand why. This sense persisted over the next day of meetings, where the Thais seemed more reserved and formal. The Canadian team, baffled by this turn of events, returned home with little more than a vague commitment for future discussions. No discussions or agreement occurred and, over the ensuing months, the Canadian company found doors in Thailand closed, not only with the Thai company with whom they had hoped to form a partnership, but with other Thai firms they approached.
