E-mail KIC today at advocates@ideacompliance.org Subject Message Vermont Organizations such as yours should be a model for each state. At least from my experience, independent advocacy groups can and will accomplish more on a local and state level than national organizations or organizations formed through state and federal grant mechanisms. National organizations such as COPAA will be strengthened through well organized and well informed independent state organizations. Kansas is a particularly tough state on disabled children; especially children with autism. Having been involved in a case there for almost a year, I read with interest your editorials and other comments regarding the due process hearing system in your state. Kansas, though, is not unique. Florida is equally insidious. States such as these perpetrate discrimination simply by maintaining the status quo through the sloggy due process systems. That is, Hearing Officers, Judges, and yes - school district defense firms - collectively maintain a system that "keeps those children in their proper place in society." The courts and the administrative Hearing Officers maintain the status quo through judicial and quasi judicial passivity. Perhaps the most effective form of judicial passivity is the circumvention of their responsibilities by the courts' near sighted reliance on their own doctricanal boundaries and categories(precedent, stare decisis, etc) to resolve cases.

Forgotten Children Forgotten_kids are the children that have nearly invisible disabilities.. They have their arms and legs, can see and hear, run, play, etc., but most have never been to a Birthday party or a sleepover.. they are last to be chosen to play, and first to be blamed. Their illnesses aren't fatal, but a small part of their hearts and souls die with every rejection. Their behaviors may seem odd or unpredictable to themselves as much as society. They are overlooked, thus the name "Forgotten_Kids". All Departments By DIANE RADO TALLAHASSEE To the families of Pensacola children who get vouchers for private school, the case is simple: Their kids shouldn't be stuck in Florida's worst schools. To advocates for public education, there is no question: Florida's Constitution prohibits sending those Pensacola children to private school with the public's money. A three-judge panel of the 1st District Court of Appeal heard from both sides Wednesday, as it considered the fate of Florida's voucher program that allows children in failing public schools to use taxpayer money for private school. "These children did not have a high quality education before the (voucher) program started. Today, they do," said attorney Clint Bolick, representing Pensacola families who were the first to take advantage of the 1999 education reform law that created the voucher program.

Extractions: AEL's Region Minnesota passed the first charter school legislation in 1991. Seven years later, about three-fifths of the states had followed suit. In 1999, President Clinton announced federal aid to 32 states that had applied for charter school funds. Existing programs were granted a total of $54 million dollars, and $41 million dollars was earmarked for start up grants for the express purpose of increasing the number of charter schools from the more than 1,700 that currently exist to 3,000 by the year 2001. Policymakers in AEL's region (Kentucky, Tennessee, Virginia, and West Virginia) have approached legislation more cautiously. This issue of Policy Briefs provides an overview of charter school legislation, looks at concerns specific to AEL's region, and reports on the status of charter school legislation in four states. What are charter schools?
