School aid funding accounts for approximately 38% of the States general fund, representing the single largest segment of the state budget. The Senate and the House approved a bill last week that provides a 2% increase in per pupil funding for K-12 school districts for the 2004-2005 school year. It passed unanimously in the House, and the Senate had one dissenting vote. As passed by the House, state funding for K-12 school districts is estimated to increase $42.3 million in fiscal year 2005. The bill has been forwarded for signature to Governor Vilsack who recommended the 2% growth level. The increase in funding, called allowable growth, is set two years in advance so that school districts have the opportunity to plan and budget ahead. Under Iowa's school finance laws, school districts receive a defined budget that is a combination of state aid and local property tax revenues. The school aid formula distributes funding on a per pupil basis.
