Writing for the majority, Justice John Paul Stevens concluded that the ordinance both failed to distinguish between innocent and threatening conduct and gave police too much discretion to determine whether a person was loitering in the street or had a purpose. Revised by the Daley administration in 2000, the new ordinance and accompanying police rules rely more on "dispersal orders" – rather than sweeping arrests – to break up suspected groups of drug dealers and gang members. One potential flaw of the new law is that police are not required to record the names of the suspects when they are told to disperse, making it difficult to prove that those arrested are the same ones who have been told to leave.
Extractions: Illinois Legislative History When a statute is vaguely worded or key statutory terms are undefined, attorneys and others try to determine exactly what the General Assembly intended the law to mean by investigating the legislative history of the law. Legislative history refers both to the chronology of events that take place as a bill goes through the legislative process and the statements and documents generated during that process. These records of the process may contain remarks by the sponsor(s) of the legislation as to his/her/their intent in introducing the bill and the comments of other legislators regarding their understanding of the bill's purpose. Researchers of Illinois legislative intent are cautioned that it may not be possible to locate clear statements in the materials described in this guide because legislators frequently do not explain their intent or understanding in published sources. The 2000 version offers rankings in two divisions: The Most Wired Universities and Research Schools and The Most Wired Colleges and Baccalaurete Schools. Rankings were based on the schools' responses to questions about access and infrastructure, administrative services, general resources and student support. The factors include such items as the percentage of campus computers that are newer than two years old, whether computers are required for incoming freshmen, percentage of classrooms wired for high-speed Internet access, and percentage of dorms on campus that have computer labs. The methodology of this survey is not known.
