The result is a high-speed telecommunications backbone that enables the use of the Internet and live two-way videoconferencing in all of Washington's public educational sectors, and also connects the schools and sectors with one another. Believed to be the first of its kind in the nation, the K-20 Network was born from the collaborative efforts of representatives from K-12, community and technical colleges, baccalaureate institutions, the Department of Information Services, the Legislature and private sector technology providers.

Though children schooled at home perform quite well on achievement tests and are often placed at higher grade levels than their peers in school, (Rudner, 1999), decisions have to be made about the specific science skills and content to be learned. Parents who are looking to the future and are emphasizing math, science, and reading proficiency (Rieseberg, 1995) will want to align their home school programs with professional, state, and national standards. MEETING STANDARDS Other good sources of curriculum ideas are the individual state science curriculum frameworks. These frameworks suggest what concepts and skills should be developed by school science programs, and they define the topics, skills, and concepts covered on state proficiency examinations. In some counties, like LaGrange and Hamilton, this rate is 10% or less; in other counties, like Marion and Lake, the rate can be as high as 28%. At least one in four families with children in the two most populous Indiana counties do not have a father in the home. i Why does this matter? Because these children are at an increased risk of poverty, substance abuse, emotional problems, academic challenges, criminal activity and early sexual activity. ii Although there has been less research conducted on the effects of fathers involvement, the initial findings support the assertion that supporting the fathers role in his childs life can minimize these risks for children in single-parent homes. A survey of over 20,000 parents found that when fathers are involved in their children's education including attending school meetings and volunteering at school, children were more likely to get A's, enjoy school, and participate in extracurricular activities and less likely to have repeated a grade.
