This book is not so much about specific policies instituted by the Canadian Federal government or its provinces, but rather about how policies are chosen from a set of alternatives. Also studied are ways to measure the efficacies of implemented policies, in order to possibly improve on these policies (or discard them).

For example, the prominent Fellegi Report looked at a prolonged need for long term strategic planning at the federal level. It found that most federal departments were tied up in day to day matters and a perceived lack of demand from senior officials for longer term plans.

The book also looks at public inquiries. These often arise out of the political process, when an issue might be controversial, and an administration needs to buttress its support by having the validation of a public inquiry. The effectiveness of such inquiries has been rarely studied. Unsurprising given the context of their origins. So the book sheds some light here. ... Read more
