This book deals with arrangements for the involvement of Non-Governmental Organizations (NGOs) in the activities of international organizations. In response to a need for maintaining the balance between the growing influence of NGOs in international decision-making and the adequate formal mechanisms for their involvement in these processes, the book examines and compares rules and practices existing in this area in a number of international institutions.

The analysis focuses in particular on the legal basis for NGO involvement, forms of involvement, criteria and procedures for NGO accreditation with international organizations, and rules on subsequent monitoring of accredited NGOs. International institutions that are covered include the United Nations, the United Nations Conference for Trade and Development, the International Labor Organization, the World Intellectual Property Organization, the World Health Organization, the United Nations Environment Program, the United Nations Development Program, the World Bank, the International Monetary Fund, and the World Trade Organization. The study is based on primary and secondary rules and other documents of the international organizations concerned and is complemented by interviews with relevant officials. The growth of what some academics refer to as 'the policy analysis movement' represents an effort to reform certain aspects of government behaviour. The policy analysis movement is the result of efforts made by actors inside and outside formal political decision-making processes to improve policy outcomes by applying systematic evaluative rationality to the development and implementation of policy options. This volume offers a comprehensive overview of the many ways in which the policy analysis movement has been conducted, and to what effect, in Canadian governments and, for the first time, in business associations, labour unions, universities, and other non-governmental organizations.

Editors Laurent Dobuzinskis, Michael Howlett, and David Laycock have brought together a wide range of contributors to address questions such as: What do policy analysts do? What techniques and approaches do they use? What is their influence on policy-making in Canada? Is there a policy analysis deficit? analysing effectiveness of policies
This book is not so much about specific policies instituted by the Canadian Federal government or its provinces, but rather about how policies are chosen from a set of alternatives. Also studied are ways to measure the efficacies of implemented policies, in order to possibly improve on these policies (or discard them).

For example, the prominent Fellegi Report looked at a prolonged need for long term strategic planning at the federal level. It found that most federal departments were tied up in day to day matters and a perceived lack of demand from senior officials for longer term plans.

The book also looks at public inquiries. These often arise out of the political process, when an issue might be controversial, and an administration needs to buttress its support by having the validation of a public inquiry. The effectiveness of such inquiries has been rarely studied. Unsurprising given the context of their origins. So the book sheds some light here. ... Read more
