Balanced against the disappointment that full understanding eludes us still, is cautious optimism, based chiefly on the nature of the progress behind us. For cognitive neuroscience has already passed well beyond what skeptical philosophers once considered possible, and continuing progress seems likely. In assuming that neuroscience can reveal the physical mechanisms subserving psychological functions, I am assuming that it is indeed the brain that performs those functions that capacities of the humans mind are in fact capacities of the human brain. This assumption and its corollary rejection of Cartesian souls or spirits or "spooky stuff" existing separately from the brain is no whimsy. On the contrary, it is a highly probable hypothesis, based on evidence currently available from physics, chemistry, neuroscience and evolutionary biology. In saying that physicalism is an hypothesis, I mean to emphasize its status as an empirical matter. I do not assume that it is a question of conceptual analysis, a priori insight, or religious faith, though I appreciate that not all philosophers are at one with me on this point.

Lynch reported enrollments for Perspectives. Freshman are being fed into sections. It appears that the scheduling times were chosen, perhaps randomly, with the 9-10:30 am being particularly difficulty for many students. Also, the sections marked 'by arrangement' have caused some confusion. Students don't understand the HU101T and UN1001 as being the same course. Dave Olson reported on the mathematics, science, computer science, engineering requirements. The recommendation is that MAT 1115, MA1032 and MA1033 not count. Joyce stated that changes should not be for this coming year as degree requirements have been approved with some of these. We should also ask the departments what they think of the proposal. Discussion followed. Bowen suggested we can provide consistent guidance for advisors in departments which don't specify but we need to stabilize the curriculum for the coming year. Bowen suggested tabling being more specific until one year into the new curriculum. Bulleit agreed and suggested a small subcommittee such as the one he chaired, should not in charge of larger questions of what the university wants general education mathematics to be. Council members reached consensus on revisiting the issue after a year or so with the new curriculum.

The review, by Rachel Benson Gold, deputy director for policy analysis, and Elizabeth Nash, public policy associate with The Alan Guttmacher Institute, appears in the August 2001 issue of The Guttmacher Report on Public Policy. While the recent surgeon general's report calls for education that balances the importance of abstinence with assuring "awareness of optimal protection from sexually transmitted diseases (STDs) and unintended pregnancy, for those who are sexually active," the federal and state governments increasingly emphasize abstinence education, a policy focus that is reflected in classroom education. Although nine in 10 teachers believe that students should be taught about contraception, one in four say they are instructed not to teach the subject. "Looking at the evolution of federal, state and local policy, it is clear that abstinence promotion has truly taken hold as a matter of education policy in the United States," author Rachel Gold notes. "While this focus on abstinence-in policy and practice-may be the political fashion of the day, recent studies have found that it is far out of step with what parents and teachers believe should be taught and, according to the U.S. surgeon general, is not in line with the weight of the best scientific evidence now available."

What little substantive guidance states do provide is heavily weighted toward stressing abstinence. While many states permit discussion of contraception, or even mandate that the topic be covered, none requires that it be stressed. In a move that many observers believe may cost him his job, Surgeon General David Satcher in June issued his long-awaited report, Call to Action to Promote Sexual Health and Responsible Sexual Behavior . Satcher describes the report, the release of which had been stalled for months, as a "first stepa call to begin a mature, thoughtful, and respectful discussion nationwide about sexuality." Citing published scientific evidence, Satcher endorses an approach to sexuality education that balances the importance of abstinence with assuring "awareness of optimal protection from sexually transmitted diseases and unintended pregnancy, for those who are sexually active" ( see box ). This endorsement places Satcher at odds with the Bush administration and with nearly 20 years of U.S. education policy that has increasingly emphasized abstinence. Federal involvement in efforts to promote abstinence rather than contraceptive use began on a small scale in 1981 with the enactment of the Adolescent Family Life Act (AFLA). Since then, Congress has added two new programs into the mix: a major freestanding program of abstinence-only education grants to the states, enacted as part of welfare reform in 1996; and a separate abstinence-only set-aside for community organizations (including those that are faith-based) within the maternal and child health (MCH) block grant, adopted last year.
