Excerpt: Inini (1941 pop. est. 5,000) was an inland territory of French Guiana, administered separately between 6 July 1930 and 19 March 1946, after which all of French Guiana became a department of France. Its capital was St.-Elie, and it seems to have consisted of all of the interior of present-day French Guiana. The purpose was to develop the interior separately from the coastal area around Cayenne. The labor force consisted of 500 Annamite prisoners who had revolted against French rule in Indochina, and were brought in 1931. The plan did not work out, owing to the difficulties of railroad construction in the interior, although the ruins of the three prisons may still be seen. I am a person who started studying French late in life, and I have been trying to learn all I can about the language, the history, and the culture of France and the francophone (French-speaking) world.I have recently taken courses in French literature, cinema, and civilization.

In many respects, France is a microcosm, facing many of the same issues faced by the United States:globalization, unemployment, homelessness, education, health care, immigration by undocumented aliens, problems involving the cost of energy and environmental protection, as well as the perception of what others in the world think about them.

Americans, and I include myself, have too much of a one sided view that colored by our being upset by the fact that France did not support us in the Iraq war.We think emotionally, and respond by boycotting France as Fox News' own Bill O'Reilly suggested.Because we were a former British colony and are basically anglophone (English-speaking), we tend to adopt the more of the British approach to the world.Like it or not, France has a fine intellectual tradition, and like it or not, the French have a history of mastering the art of diplomacy.

I like the approach to Issues in the French-Speaking World because it is timely, and it includes both sides of the argument in controversial matters.This book is going to be a resource to me in my continuing studies of French.It is suitable for upper-level students of French, college international relations and political science students, and it would make an excellent resource for high school and college libraries.
