Military analyst Michael O'Hanlon shows how outside forces could successfully intervene to stop an ongoing cycle of warfare in a country whose government has collapsed or come under severe internal challenge.
Based largely on recent U.S. experiences in Panama, Somalia, Bosnia, and elsewhere, as well as on U.S. military doctrine and information from the Pentagon's training and simulation centers, the book discusses the steps in an intervention and estimates likely casualties and costs. O'Hanlon shows that modern Western militaries are capable of executing these types of operations with high proficiency. While conditions are unlikely to resemble those of Desert Storm, which allowed the U.S. and allies to take full advantage of modern technology, top-notch militaries have advantages in infantry combat situations--night-vision equipment, attack and transport helicopters, counterartillery radars--that would enable them to establish order and prevail in any firefights.

O'Hanlon warns that operations as casualty-free as those in Haiti and, to date, in Bosnia would be unlikely. Moreover, the political framework that outside powers would attempt to employ in establishing a new order would be critical: if intervening forces are seen as taking sides or occupying territory without legitimacy, they could meet protracted guerrilla-style resistance of the types witnessd in Vietnam, Afganistan, and Somalia. ... The ideas put forward by Mr O'Hanlon in this slim volume roughly reflect the state of current western interventionist (or non interventionist as the case may be) policy regarding the use of force to serve humanitarian ends.

Although Mr O'Hanlon communicates an obviously extensive knowledge about international affairs, his guide to establishing military criteria for forceful intervention falls short of the goal.Although the author sets out some useful guidelines about what methodologies, barriers, and costs policymakers and the public should expect in operations of peace enforcement, he fails to make a strong case that intervention is in fact a desirable policy goal for the western nations.

On the whole, I see this slim volume as adding nothing new to the debate in world affairs, particularly in regards to peace enforcement as an extension of western economic imperalism.It's an interesting summation of the ideas that have flowed from men such from Ginggrich to Shawcross, however it lacks originality of ideas and presentation.Other people have made explained the issue much more provactively, and with a great deal more authorial flair.It's not a bad book, but I wouldn't put it first on my list. ... This book was a fascinating examination of the possibilities for the future of the United States military.Unfortunately, the book does not provide an exhaustive examination of the current status of the military.However, it does provide a thorough examination of the four alternatives suggested as a course for the future of the military.It provides the pros and cons of each alternative, as well as the political ramifications for each position.Simply put, the first option is to increase military spending overall to increase the overall strength of the armed forces.The second provides for a shift in military spending towards new technology in order to create a military that is faster and more intelligent than any other (even more so that right now).The third asks to shift the spending towards are increasing our current capabilities to meet the current threats faced by the U.S.The last option calls for a more multilateral approach, by asking for the UN and our allies around the world to share in the burden of international security.Whichever your preference, this book provides an interesting, if brief, examination of the possible alternatives.This is an important political issue, and books like this spur on public debate by giving readers a chance to become more informed about an issue that does not always at the center of public debate. ... Is Japan re-emerging as a normal, or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan’s security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia.

The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

I'm one of the novice readers on modern Japanese security affairs for whom the prior reviewer said this book was very good, and I can vouch for his judgment. "Japan's Re-emergence" does a wonderful job in outlining Japan's past and current security policy, with some careful projections of its probable future course. The author writes with careful objectivity and great clarity, and is very adroit at breaking down the widely divergent implications of what to the non-expert are almost indistinguishable terms, such as "required defence force" and "standard defence force" for instance. The book is peppered with acronyms throughout, but a handy glossary in the front of the book makes the alphabet soup navigable. The exposition is clear and helpful without dumbing down the material, balanced and level-headed without being bland. And far from becoming dated as of late 2006, the book provides some much-needed context on recent developments in Japan such as the upgrading of the Japan Defense Agency to a full-fledged ministry, Abe Shinzo's rise to prime ministership, and the continuing tensions with North Korea. Whether you are looking for a good, readable introduction into this complicated subject or just trying to get some background knowledge on the headlines, this small, concise book will serve your purposes admirably.

4-0 out of 5 stars Very good for the novice/intermediate reader on modern Japanese security affairs

Hughes provides us with an important and timely paper on modern Japanese security policy. What Hughes does in this paper, is to outline the development and changes of Japan's post-WWII defence policy, and the reasons as to why, in his opinion, these shifts have occurred. The paper is quite up to date, taking into account events just prior to the announcement of the new National Defence Program Guidelines (Dec 2004).

I agree with Hughes on many of the points he makes regarding the meaning of Japan's "re-emergence", the catalysts being a relatively new domestic political acceptance (by elites and others) of defence issues and a new international politico-military environment. I also agree with Hughes when he states that Japan has chosen to tighten the alliance with the United States significantly, as opposed to pursuing a more independent path. Indeed, it can be said that Hughes's interpretations of shifts in Japan's defence policy are moderate, fair and accurate.

If you are looking for a general (but comprehensive) overview of Japan's defence policy then this is the paper for you. But if you are after something more "meaty" that goes into the finer details and particularly the politics behind the changes that have taken place then you must look elsewhere to supplement this paper.

All in all a very good paper, which I'm sure many students of Japanese politics and international security will find useful.

The book was well-researched with 176 endnotes and 14 pages of bibliography, but you will not want to put this book down!My only complaint is the outrageous price, $60 for a paperback.Damn Cyr, give those graduate students a break.Don't be a bunghole.

Arthur Cyr, who is the former President of the World Trade Center in Chicago, puts his years of experience and perspective to good use in this book.Dr. Cyr's views on the influence and impact of Ronald Reagan inshaping the post cold war world is a topic that is often overlooked bypolitical writers.Although I do not fully agree with Dr. Cyr's views onthe utility of multinational organizations and NATO expansion, he iscorrect on these type of organizations playing an important role in thefuture.
