The department is headquartered in St. Thomas and functions as both a local education agency and a state-level agency. As stipulated by Title 3, Virgin Islands code, Chapter 7, Section 96, the department has the authority to exercise general control over the enforcement of the laws relating to education in the Virgin Islands.
