This new program, Clean School Bus USA, will work toward encouraging policies and practices to eliminate unnecessary school bus idling, installing effective emission control systems on newer buses and replacing the oldest buses in the fleet with newer ones. Largest Civil Penalty Paid to EPA: $34 Million - In a joint announcement with the Department of Justice, EPA settled with Colonial Pipeline Company. Under the agreement, Colonial will upgrade environmental protection on the pipeline at an estimated cost of at least $30 million, and pay $34 million, the largest civil penalty a company has paid in EPA history.

Donald Brown, who has served as a liaison between the United Nations and the United States Environmental Protection Agency on international environmental issues, will speak at 5 p.m. Jan. 27 in the Moon Library conference room on the ESF campus. The title of his presentation is "How Environmental Ethical Questions Continue to be Hidden in Disputes over Environmental Science, Economics and Law." Brown is currently senior counsel for sustainable development for the commonwealth of Pennsylvania. He has represented the EPA several times on U.S. delegations to United Nations meetings that have focused on agreements relating to the world's freshwater problems, biodiversity and forest loss, climate change, ocean degradation, and international hazardous and nuclear waste problems.
