James Stephen Hogg, the first native governor of Texas, was born near Rusk on March 24, 1851, the son of Lucanda (McMath) and Joseph Lewis Hogg. qv He attended McKnight School and had private tutoring at home until the Civil War. qv His father, a brigadier general, died at the head of his command in 1862, and his mother died the following year. Hogg and two of his brothers were left with two older sisters to run the plantation. Hogg spent almost a year in 1866 near Tuscaloosa, Alabama, going to school. After returning to Texas, he studied with Peyton Irving and worked as the typesetter in Andrew Jackson's qv newspaper office at Rusk. There he perfected his spelling, improved his vocabulary, and was stimulated by the prose and poetry contributions of his brother Thomas E. Hogg, qv who was studying law. Gradually, the family estate had to be sold to pay taxes and buy food, clothes, and books while the brothers tried to prepare themselves to earn a living by agriculture and practicing law as their father had done. While helping the sheriff at Quitman, Hogg earned the enmity of a group of outlaws, who lured him over the county line, ambushed him, and shot him in the back. He recovered and turned again to newspaper work in Tyler, after which he ran his own papers in Longview and Quitman from 1871 to 1873, fighting subsidies to railroads, the corruption of the Ulysses S. Grant administration, and local lawlessness. He served as justice of the peace at Quitman from 1873 to 1875. He studied law and was licensed in the latter year. Meanwhile, he had married Sallie Stinson; four children were born to them. Hogg received his only defeat in a contest for public office in 1876, when he ran against John S. Griffith

His father, a sheep-farmer, became bankrupt in 1777, and as a result the young Hogg's formal schooling came to a premature end, the rest of his childhood being spent working as a cowherd and later as a shepherd. During his twenties, Hogg was employed as a shepherd by a relative of his mother's, Mr Laidlaw of Blackhouse farm, in Yarrow. At Blackhouse Hogg had access to a good collection of books; and he began to read widely, and also to write. Thereafter Hogg earned his living partly through various farming projects, and partly as a professional writer. In these roles he divided much of his time between Edinburgh and his native Ettrick Forest. Hogg published mainly poetry until he was in his late forties. A particularly notable poem from this period is The Queen's wake (1813), a book-length narrative in which the poets of Scotland assemble at Holyrood Palace for a bardic contest to celebrate the return of Mary Queen of Scots from France. A notable series of novels followed: The Brownie of Bodsbeck The Three perils of Man The Three perils of Woman The Private memoirs and confessions of a justified sinner (1824). An epic poem

He was admitted (1875) to the Texas bar, and was county attorney (1879-81), district attorney (1881-85), and state attorney general (1887-91). As soon as he became (1891) governor of Texas, Hogg established (1891) a state railroad commission with broad powers of regulation and then successfully pushed through other sweeping economic reforms. He was reelected governor of Texas in 1893. He retired from political life in 1895 to practice law. See his addresses and state papers, ed. by R. C. Cotner (1951).

Extractions: Taken from the Daily Mail, Saturday, May 20, 2000 by Jeremy Hodges In 1803, the successful poet and advocate Walter Scott invited a remarkable guest to dinner at his Edinburgh residence. The plaid-clad figure, hands stained with tar from doctoring the sheep he had just driven to market, ate and drank heartily before putting his feet up on the sofa and proceeding to entertain Scott and his wife with jokes, stories and songs. James Hogg was in his element, but next morning felt it prudent to pen an apology to his host: I am afraid that I was at least half seas over last night, for I cannot for my life remember what passed when it was late ... I have the consolation, however, of remembering that Mrs. Scott kept us company all or most of the time, which she certainly would not have done had I been very rude. Scotts guest was one of the greatest literary talents to come out of Scotland, more prolific a poet than Burns and arguably a more powerful teller of tales than Scott, yet Hoggs outspoken manner and quaint rustic image as the Ettrick Shepherd kept him ultimately from the accolade he deserved.
